Frequency spectrum is a scarce resource that has to be efficiently used to respond to the increasing demand of mobile data. Today’s model relies on the exclusive use of frequency channels by mobile operators. They however don’t use this spectrum all the time and everywhere and large parts of the resource remains unexploited. An alternative model is to allow some kind of spectrum sharing among operators based on their needs. The project intends to design a spectrum controller algorithm able to allocate the spectrum to operators in a fair way and according to their needs.
